Mendota Heights Municipal Campus Project
The current Mendota Heights City Hall and Police Department, constructed in the late 1980s, was built with a bold vision: to serve the people of Mendota Heights efficiently, safely, and with a strong sense of community. Today, the infrastructure needed to achieve this looks different as we have new challenges, new technology and new community needs that reflect the Mendota Heights of today and tomorrow.
The Mendota Heights City Council is developing a proposal for the construction of a municipal campus that builds on the legacy of City Hall while also addressing safety and security concerns. The project seeks to thoughtfully shape a modern, welcoming, and resilient hub of civic life, city operations, and community public safety.
While the existing City Hall/Police Department facility has served the city well for decades, the current facilities face challenges:
- Health and Safety Issues: Mold, water intrusion, and vermin compromise the building environment.
- Infrastructure Limitations: Aging systems and insufficient space hinder efficient operations and public service delivery.
- Security Vulnerabilities: Single entry points and outdated layouts create safety risks.
- Accessibility Barriers: Spaces are difficult to navigate for people of all abilities.

- Safety & Security: Modernized facilities to protect staff and residents.
- Accessibility for All: Inclusive design for community members of all abilities.
- Functional, Flexible Spaces: Efficient offices, welcoming public areas, and community gathering spaces
- Responsible & Sustainable: Financial stewardship in planning, design, and maintenance that efficiently uses public funds, reduces energy needs, and minimizes environmental impact

Project History:
1989 - Current City Hall and Police Department constructed
2016 - Staff identified health and safety concerns in the facility and provided a report to City Council. Mold remediation efforts were made to attempt to address issues.
2020- Staff office space was constructed out of closets as there was not enough space to accommodate staffing needs
2020-2021 - CNH completed a space needs analysis for City Hall and Police Department; gave a presentation to City Council
2023 - Staff met with architects to discuss feasibility of building renovation, an addition on the existing building, or new construction. A resident focus group was convened per City Council direction and consulted on preference between options and advises the city towards new construction.
October 4: Police Department post referencing project
2024 - Alternatives were explored beyond new construction or a remodel including moving to a new site or renovating another existing building
2025 :
March 18 - Council approved contract with ICS consulting for updated facility condition assessment and space utilization study
May 20 : Project referenced in 2025 State of the City Video
August 6 - Work Session - ICS provided an updated needs presentation to City Council. Staff advised to go back through and identify needs vs wants
September 3 - Work Session - ICS brought the needs assessment to City Council again. The presentation outlined needs and project scope and removed future needs
October 7 - Staff gave a presentation with three options to City Council
October 10 - MHPD Facebook post referencing project
October 22 - Mendota Heights Police Officers take over City Instagram Account to highlight facility needs
October 28 - Municipal Campus Open House
November 5 - Work Session - ICS provided a presentation to City Council, including a recap of the open house, review of potential scenarios, and financial review.
