It is the responsibility of homeowners to clear the snow from around mailboxes so that mail can be delivered. The City cannot accommodate requests for city crews to remove snow that has been plowed around mailboxes.
The City will repair or replace any mailboxes that are hit by city plows. If your mailbox is damaged, fill out an online form or call City Hall at 651-452-1850. Repairs will be done as quickly as possible. If the post has been broken and the ground is frozen, city crews will do a temporary repair in the winter and install a new post when the ground is thawed. View mailbox installation guidelines (PDF).
Spring Load Restrictions
Spring road restrictions are implemented to protect roadways during the thawing period following the winter months. As temperatures rise, the once-frozen road layers begin to thaw from the top down, leaving the layers below still frozen and unable to drain. This creates a scenario where roadways are significantly more vulnerable to damage from heavy vehicles due to the pavement’s reduced load carrying capacity. During this period, weight restrictions on most state, county, and city roads are implemented to minimize road damage, ensure safety, and preserve infrastructure.

The City of Mendota Heights implements spring road restrictions consistent with the Minnesota Department of Transportation (MnDOT Seasonal Load Limits) and Dakota County (Dakota County Spring Load Restrictions). All City owned streets are limited to an 8,000 pound per axle weight limit during restricted periods, unless approved otherwise.
The Public Works Department clears city streets in accordance with a snow plowing policy adopted in 2006. The primary goal of the policy is to restore mobility to the city as quickly as possible under snowfall events. The Public Works Superintendent may declare a snow emergency if needed.
The City of Mendota Heights Public Works Department urges residents to be extremely cautious when snow removal and sanding operations are underway. All vehicles should stay a minimum of 75 feet (four car lengths) behind all maintenance units.
Property owners also have snow removal responsibilities. You must clear your own driveways, and areas around newspaper tubes and trash cans. These areas should be cleared without depositing any snow into the street. Many homeowners hire snowplowing services. If you use a service, be sure to remind the operators that they must pile your snow on your property. Many times in the past, services have pushed the snow across the street to another person's property and left a window for the snow to freeze in the street. This not only creates neighborhood friction and driving difficulty, but it is also a violation of city ordinances and could result in the issuance of a ticket.

Mendota Heights Code 8-1-2
All snow, ice, dirt, and rubbish remaining on a public sidewalk more than twenty four (24) hours after its deposit shall be determined to be a public nuisance. The owner and the occupant of any property adjacent to a public sidewalk shall use due diligence to keep such walk safe for pedestrians. No such owner or occupant shall allow snow, ice, dirt or rubbish to remain on the walk longer than twenty four (24) hours after its deposit thereon. (1981 Code 701 § 2)
Mendota Heights streets are swept at least twice a year to protect water quality in ponds and lakes. When snow melts or it rains, water runoff carries sand and leaves down the street and into storm sewer openings. Once debris is in the storm sewer, it flows directly and untreated into the City waterways. Sand and dirt lower lake levels, and decaying leaves and grass clippings release nutrients that cause excess algae growth and scum. Please protect our ponds and lakes: do not rake leaves and grass clippings onto the streets.
General Winter Parking Ban
No vehicle shall be parked on any public street between the hours of 2:00 A.M. and 6:00 A.M., between November 1st and March 31st.
Snow Fall Parking Ban
The City will actively enforce the snow fall parking regulations beginning with the first snowfall. This ordinance prohibits parking on City streets during a snowfall until the streets are cleared. The Police Department and Public Works Supervisor will be citing and/or towing all cars in violation of the ordinance.
