The City of Mendota Heights uses the funds collected from your quarterly sanitary sewer bill to operate, maintain, and upgrade the infrastructure that removes wastewater from your property. This money is also used to pay the Metropolitan Council to safely treat the wastewater at its regional treatment plant. 

The sanitary sewer charge on your quarterly sewer bill is based on your first quarter (January, February, March) water consumption. Water usage during this quarter is typically the lowest of any of the other quarters. Your usage is reviewed on a yearly basis after first quarter, and that is how you will be billed for the following four quarters. The base quarterly charge is $28.27 for sanitary sewer and properties are billed $5.15 per unit of water consumed (100 cubic feet per unit). The average home uses 14 units (1,400 cubic feet) of water per quarter.

The storm sewer charge on your quarterly bill finances improvements to the storm sewer system, as well as regulatory reporting and compliance activities. The storm sewer charge is $21 per quarter for residential accounts.

After you complete and return the form to City Hall, your utility payment can be automatically withdrawn from your bank account on the due date. Banking and government regulations ensure these transactions are safe. If you find that this payment option does not work for you, you can stop it at any time. If you are a new homeowner, you need to change the sewer service account from the former owner's name to yours. To do this, please call City Hall at 651-452-1850.

If you have a problem with your sewer line, contact Public Works at 651-454-4059 between 7 am and 3:30 pm. Outside of those hours, you can report an emergency to the Dakota Communication Center at 651-322-2323 and they will contact one of the City's Public Works employees to resolve the problem. If you notice water in the street that could be from a water main break, please call the St. Paul Regional Water Services dispatcher at 651-266-6868.

If wastewater is backing up and no water is being used in your building, the City sewer may be plugged and you should call the City immediately. When in doubt, call the City first. During normal business hours, call the Public Works Department at 651-454-4059. After hours, call the Dakota Communications Center at 651-322-2323.

If wastewater is backing up only when you are using water, the plug is likely in the service line and is the responsibility of the property owner. A qualified sewer cleaning contractor should be called to service the line. The property owner is responsible for maintaining the sanitary sewer service from their building up to and including the connection to the main sewer line.

Sanitary sewer fees help pay for the operation and maintenance of infrastructure that removes wastewater from your property; a portion is also used to cover Metropolitan Council wastewater treatment fees.

All sewer customers in Mendota Heights pay a base fee, plus additional usage fees based on the amount of water used. These usage fees are based on the first quarter of the year (January-March), when water usage is typically low. Therefore, as you work to conserve water at the beginning of each year, the rest of your quarterly sewer costs are also reduced.

As the costs of maintaining wastewater infrastructure continue to rise, the City anticipates a 5% increase in sewer rates in 2026. To cover this increase, the City Council adopted a new base rate of $28.27 and usage fee of $5.15 per unit that will be reflected on sewer bills starting in July. Additionally, City Council increased the storm water utility fee to $7 per month ($21 per quarter).

The total increase reflected on sewer bills this summer is $7.85 for the average homeowner, who uses 14 units of water quarterly.
