Park and Trail Projects
The 2023 city budget included funding for the following projects:
MERTENSOTTO FIELD (CIVIC CENTER)
INFIELD MAINTENANCE AND FOUL BALL FENCE REPLACEMENT
- Project Budget: $40,000
- Estimated Project Completion: September, 2023
- Project Description: Renovation at the Civic Center Ball Field will encompass a survey of the existing field for calculating volumes and building finish designed surface, strip the infield, back arc and mound (regrade surface), and re-installation of the 8-inch mound. The foul ball fences will also be replaced.

- Location: 1101 Victoria Curve
In May 2023, Governor Tim Walz approved a capital investment funding allocation of $1.85 million to the City of Mendota Heights for improvements at Oheyawahe. A primary goal of this project is to provide safe visitor access and bring the site in compliance with the Americans with Disabilities Act. Improvements will enhance interpretation and understanding of the unique character of the site.
Proposed updates include:
- Entry Area/Bus Drop-off with ADA-accessible path, entrance sign, landscaping and interpretive signage.
- ADA-accessible gathering area, providing a multi-purpose plaza as the primary visitor contact site for visitors; adding parking, a drinking fountain, bicycle parking, restroom facilities, and a bio-infiltration water management feature.
- Evaluation of an existing structure for re-purposing as an outdoor educational gathering facility.
- Trail improvements, in cooperation with Dakota County, to connect to the existing MN River Regional Greenway Big Rivers Trail.
- Historical area interpretive and other signage
- Natural resource restoration and enhancement.
Roger’s Lake Park
Skate Park Reconstruction
- Project Budget: $300,000
- Estimated Project Completion: Concrete work will be completed by October 2023. Features will be installed following concrete installation and cure time.
- Project Description: In 2023 a new skate park will be constructed at Roger’s Lake Park. Staff worked with a subcommittee made up of users of the existing skate park to develop potential designs for the new facility.

The 2023 budget included funding for the renovation of the Mendota Heights Skatepark at Roger's Lake Park. In Spring 2023, city staff sought feedback from the public on the design through a community survey.
Below is an image that shows a rendering of the Skate Park Reconstruction Project. The concrete pad will be 10,000 square feet.
Wentworth Park
Warming House Replacement
- Project Budget: $100,000
- Estimated Project Completion: October, 2023
- Project Description: In the Fall of 2022, the existing warming house at Wentworth Park was removed in order to prepare for a new warming house to be constructed in 2023. The new warming house will be designed similar to the warming houses at Marie Park and Friendly Hills Park. A temporary warming house was used for the 2022-2023 warming house season.

Tennis Court Reconstruction
- Project Budget: $90,000
- Estimated Project Completion: September, 2023
- Project Description: In 2023 the two existing tennis courts will be reconstructed at Wentworth Park. The project will include two, newly paved and lined asphalt tennis courts and new chain link fencing.

Bike and Pedestrian Plan
In 2022, the City worked together with residents and the Council to finalize a comprehensive plan for recommendations and improvements to bicycle and pedestrian facilities.

VALLEY VIEW HEIGHTS PARK
PLAYGROUND REPLACEMENT
- Project Budget: $75,000
- Project Begins: Monday, May 15 (includes demolition of existing playground)
- Estimated Project Completion: May 26
- Project Description: In 2023 a new playground will be installed at Valley View Heights Park.
