Permit Process

Complete the applicable permit application and submit it to the City of Mendota Heights for review. You can submit the permit by e-mailing it to, mailing to or drop off at the City of Mendota Heights, 1101 Victoria Curve, Mendota Heights, MN, 55118

When your permit has been processed you will receive a call from the City letting you know it is ready for payment. Payments for permits can be made by credit card over the phone, a mailed in check, or by cash, check or credit card in person. Please make checks payable to the City of Mendota Heights. Permits paid by credit card over the phone or by a mailed in check will be mailed out unless other arrangements are made or plans are too large. Permits that need to be picked up in person, can be picked up Monday through Thursday, between 7:00 a.m. and 4:30 p.m. and Friday between 7:00 a.m. and 11:30 a.m.

Please note that permits must be picked up and paid for prior to any work beginning. Your project can be stopped if you start your construction without a permit and there will be a penalty charge. The penalty charge will be equal to the original permit fee.

It is important to plan ahead when submitting your permit. Typically the busiest time of the year is in the spring, and continues through the fall. Plans and applications are reviewed in the order in which they are received, no matter how large or small they may be. The review process will not start until all required information is submitted.

A Permit Application Guide (PDF) is also available to help answer questions on whether your project requires a permit, and what permits may be needed. If you are unsure of what permits may be needed, it is always best to contact the City to discuss the scope of the project.

Residential construction hours are strictly enforced in the City of Mendota Heights. These work hours are 7:00 a.m. to 8:00 p.m. Monday through Friday, and 9:00 a.m. to 5:00 p.m. Saturday and Sunday.
