Permit Process
Complete the applicable permit application and submit it to the City of Mendota Heights for review. You can submit the permit by e-mailing it to permits@mendotaheightsmn.gov, mailing to or drop off at the City of Mendota Heights, 1101 Victoria Curve, Mendota Heights, MN, 55118
When your permit has been processed you will receive a call from the City letting you know it is ready for payment. Payments for permits can be made by credit card over the phone, a mailed in check, or by cash, check or credit card in person. Please make checks payable to the City of Mendota Heights. Permits paid by credit card over the phone or by a mailed in check will be mailed out unless other arrangements are made or plans are too large. Permits that need to be picked up in person, can be picked up Monday through Thursday, between 7:00 a.m. and 4:30 p.m. and Friday between 7:00 a.m. and 11:30 a.m.
Please note that permits must be picked up and paid for prior to any work beginning. Your project can be stopped if you start your construction without a permit and there will be a penalty charge. The penalty charge will be equal to the original permit fee.
It is important to plan ahead when submitting your permit. Typically the busiest time of the year is in the spring, and continues through the fall. Plans and applications are reviewed in the order in which they are received, no matter how large or small they may be. The review process will not start until all required information is submitted.

Residential construction hours are strictly enforced in the City of Mendota Heights. These work hours are 7:00 a.m. to 8:00 p.m. Monday through Friday, and 9:00 a.m. to 5:00 p.m. Saturday and Sunday.
Accessory Structure (Shed) Permit
Accessory Structure Permits are reviewed by the City of Mendota Heights Community Development Director.

Building Permit
Residential roofing, siding, window and door permits are reviewed by City Hall Front Desk Staff. Commercial and all other Building Permits are reviewed by City of Mendota Heights Building Official. All building inspections are done by City of Mendota Heights Building Official.

Fees:
Depending on the type of work, Building Permit fees can include a permit fee, plan review fee, Sewer Availability Charge (SAC), stormwater escrow and a state surcharge fee. The total fee will be the sum of amounts included in permit costs.
- Permit fee is based off permit valuation*, per Attachment A- Fee Schedule. (except roofing, siding, windows and doors- please see information below)
- Plan review fee is 65% of building permit fee (except decks, basement finishes, kitchen remodel, bathroom remodel and similar projects are $50.00)
- Sewer Availability Charge (SAC) $2,485 per unit
- Stormwater Management permit- escrow only is $2,000 or amount equal to 125% of estimated cost to accomplish compliance with approved stormwater management permit, whichever is greater
- State surcharge is .0005% of permit valuation.
Commercial Roofing
Includes a permit fee and a state surcharge fee. Permit fee is 1% of the permit valuation*, with a minimum of $100.00 / maximum of $1,000. State surcharge is .0005% of permit valuation. The total fee will be the sum of these two amounts.
Residential Roofing
Includes a permit fee and a state surcharge fee. Permit fee is 1% of the permit valuation*, with a minimum of $100.00. State surcharge is .0005% of permit valuation. The total fee will be the sum of these two amounts.
Siding
Includes a permit fee and a state surcharge fee. Permit fee is 1% of the permit valuation*, with a minimum of $100.00. State surcharge is .0005% of permit valuation. The total fee will be the sum of these two amounts.
Windows
Includes a permit fee and a state surcharge fee. Permit fee is 1% of the permit valuation*, with a minimum of $75.00. State surcharge is .0005% of permit valuation. The total fee will be the sum of these two amounts.
Doors
Includes a permit fee and a state surcharge fee. Permit fee is 1% of the permit valuation*, with a minimum of $75.00. State surcharge is .0005% of permit valuation. The total fee will be the sum of these two amounts.
*valuation means the actual or estimated dollar amount charged for permitted work including materials, labor, profit and other fixed cost. It is the amount the contractor will be charging the customer for the work to be performed.
Domestic Chicken Permit
Domestic Chicken Permits are reviewed by the City of Mendota Heights Community Development Director.

Domestic Water Permit
Domestic Water Permits are issued and inspected by Saint Paul Regional Water Services (SPRWS). Please call SPRWS at 651-266-6270 or visit their website St. Paul Regional Water Services for questions.
Driveway Permit
Driveway Permits are reviewed by the City of Mendota Heights Public Works Director.

Electrical Permit
Permits for electrical work are issued by the State Board of Electricity The State Electrical Inspector for Mendota Heights is Peter DeGrood. Peter can be reached between the hours of 7:00 a.m. and 8:30 a.m. Monday through Friday at 507-210-0754.

Fire Permit

Mechanical (HVAC) Permit

MISSISSIPPI RIVER CORRIDOR CRITICAL AREA (MRCCA) INFORMATION
The Mississippi River Corridor Critical Area or “MRCCA” is a protected corridor along the Mississippi River. Mendota Heights’ MRCCA properties are those situated along the northerly edge of the community (State Highway 13/Sibley Memorial Highway corridor), and along the shared municipal boundaries with Mendota and Lilydale. The City regulates certain land uses and construction activities, which requires specific permits. A Standard MRCCA Permit is typically required for new construction, additions, retaining walls, swimming pools, detached garages, land alteration and grading projects, vegetation and land clearing, and similar large-scale projects. A Minor or Administrative MRCCA Permit is required for small additions (200-sq-ft or less), fences, sheds, small decks, walkways, patios, and other smaller projects.

Plumbing Permit
Residential Plumbing Permits are reviewed by City Hall Front Desk Staff. Commercial Plumbing Permits are reviewed by City of Mendota Heights Building Official. All plumbing inspections are done by City of Mendota Heights Building Official.

Right of Way & Utility Permits
The City of Mendota Heights utilizes Dakota County's One Stop Roadway Permit Shop to process all Right-of-Way and Utility Permits. This system requires a one-time registration for contractors and $40 registration fee. This system also requires applicants to have individual user accounts and there are no fees for user accounts. Contractor registration and user account issues can be assisted by Dakota County’s help desk at 651-438-4346. Sewer Permit
Sewer Permits are reviewed by City Hall Front Desk Staff. Sewer inspections are done by the City of Mendota Heights Public Works Utility Leadperson

Stormwater Management Permit
Stormwater Management Permits are reviewed by the City of Mendota Heights Public Works Director.

Sign Permit
Sign Permits are needed for any new sign to be installed or replaced. Sign permits are reviewed by the City of Mendota Heights Community Development Director. If the proposed sign requires a new foundation/footing base, it must include structural (engineered) details and be approved with a building permit.
